Justin Williams

Director, Affiliated Construction Trades

Justin is a lifelong West Virginian, currently serving as the Director of the Affiliated Construction Trades (ACT). His work centers on advocating for the skilled construction workforce through policy, education, and strategic partnerships by focusing on local unions, fair wages and benefits, promoting jobsite safety and protecting public investments.

Throughout his career he has worked in different aspects of law, policy, and politics, including roles as policy director for West Virginia’s Secretary of State, field director for a statewide campaign, and attorney for the West Virginia House of Delegates and IUOE Local 132.

Justin grew up as a 4-H'er and worked for WVU Extension during graduate school, working camps in 27 of 55 West Virginia's counties and returned over the years to speak at camps and other 4-H events.

He earned his J.D., M.P.A., and B.A. in Political Science from West Virginia University and was honored by The State Journal’s Generation Next: 40 Under 40 in 2023.

Outside of work, he serves on several boards and non-profits.

Justin lives in Charleston with his wife, Briana Warner, and their two daughters. He is a dad, a union advocate, a Mountaineer fan, and a firm believer in building stronger communities.
